Roof Shingles Not Sealing

Shingles come with adhesive strips on them one on the bottom underside and one on the top part of the shingle.

But that shiny asphalt is merely the shingle s coating asphalt. This keeps a uniform seal on the roof and keeps the shingles from getting blown off.
